The logical framework is written, then the work plan lives its own life, indicators are filled in elsewhere and review decisions get lost. When a priority changes, nobody sees everything that has to be revisited.

The point is not to add yet another tool, but to connect what already exists: expected results, activities, responsibilities, indicators, sources, decisions.
