Founded in 2023 by Julien Serre, Whaydon helps armed forces, industrial companies, international organisations and bilateral agencies prepare their decisions and run their projects.
Mission
Our mission is to make decisions better prepared and action better tracked, whether that means testing a strategy through simulation, designing and steering projects in fragile contexts, or securing industrial sovereignty. We combine a deep understanding of public policy, software tools including AI, and an international network of senior experts.
Tools
We believe innovation is also methodological: a tool is only worth something if it fits into the work of teams. We design and adapt tools, online, offline or integrated into the client’s environment, and describe their maturity honestly.
International organisations and bilateral agencies
Whaydon supports international organisations, bilateral agencies and their partners in the strategy, logical frameworks, work plans and monitoring and evaluation of their interventions. Drawing on expertise in fragile environments and geopolitical dynamics, we strengthen the coherence, accountability and adaptability of funded projects.
Armed forces and the defence industrial base
We design strategic simulations for armed forces and industry, and support companies and funds engaged in the defence technological and industrial base: value chain, reduction of critical dependencies, French and European public instruments, technology partnerships.

A graduate of the Harvard Kennedy School, Sciences Po Paris and ESSEC, Julien Serre has worked at the United Nations, the European Investment Bank and Expertise France. He teaches at Sciences Po and publishes regularly in Les Échos on industrial sovereignty, European defence and development finance.
